Le Roux then devised still another moneymaking scheme, in- spired by the Somali pirates who were now their partners. His plan, Klaussen said, “was to send some special speedboats, mili- tary grade, high horsepower. To basically go to the Seychelles, kid- nap some rich people, bring them back to Somalia, hold them hostage until they paid ransom, then let them go. Pirate style. Be- cause he loved what the pirates did. For him that was genius. That was fast money, with almost no expense.”

As Le Roux’s ambitions ballooned, so, too, did his assessment of the weapons it would require to carry them out. In November 2009 Le Roux detailed a list of weapons he said he’d purchased for shipment into the country:
